"An embargo will be declared" on countries "that have been denounced in an international court whose jurisdiction has been ratified by Spain" for possible crimes "of genocide, crimes against humanity, serious breaches of the Geneva Conventions of 1949" or "other war crimes typified in international agreements" ratified by the Spanish State, according to the text approved by 176 of the 347 deputies who voted.

The proposal to amend the 2007 law on "control of foreign trade in dual-use defence material" was presented by parliamentary groups from Somar (which is in the government coalition), the Republican Left of Catalonia and Podemos, all left-wing forces.
